Narrative:
I was working departure north low sector at houston approach. I climbed a PC12 aircraft from 3000 ft to 5000 ft prior to entering my airspace. This aircraft was on a 040 degree vector; and while in the climb; narrowly missed an E145; who was level at 4000 ft. The E145 was on a tower assigned heading; on departure north frequency; 15 NM northwest of iah. I was aware of the E145; but I did not observe his altitude until the 2 aircraft had passed; not expecting him to still be at 4000 ft so far from iah.

Title: I90 CTLR EXPERIENCED OPERROR AT 4000 FT BTWN A DEP CLBING TO 5000 FT AND TFC LEVEL AT 4000 FT WHEN FAILING TO OBSERVE ACTUAL ALT.
Narrative: I WAS WORKING DEP N LOW SECTOR AT HOUSTON APCH. I CLBED A PC12 ACFT FROM 3000 FT TO 5000 FT PRIOR TO ENTERING MY AIRSPACE. THIS ACFT WAS ON A 040 DEG VECTOR; AND WHILE IN THE CLB; NARROWLY MISSED AN E145; WHO WAS LEVEL AT 4000 FT. THE E145 WAS ON A TWR ASSIGNED HDG; ON DEP N FREQ; 15 NM NW OF IAH. I WAS AWARE OF THE E145; BUT I DID NOT OBSERVE HIS ALT UNTIL THE 2 ACFT HAD PASSED; NOT EXPECTING HIM TO STILL BE AT 4000 FT SO FAR FROM IAH.
