Narrative:
Cleared for visual approach by TRACON; switched to tower while on 170 degree heading. Began turning to runway 26 to shorten approach path as we were #1. TA/RA traffic less than 1/4 mi. Tower then notified us. I looked at the TCAS and saw the traffic 500 ft below and level. I was descending approximately 1500 FPM to get on the GS I began to recover the descent; visually saw traffic; I pulled up the nose to a climb to avoid traffic and the traffic went right under the nose at approximately 200 ft below and did not alter course. The traffic was to have us in sight and maintain visual. I was not notified of traffic until RA and then by tower. Landed without further course alterations. ATC should have had the traffic on the same frequency.

Title: AN A319 ON VISUAL APCH TO PHX RWY 26 HAD NMAC WITH AN RA ROLLING OUT ON FINAL AT 2500 FT MSL. TWR NOTIFIED RPTR ABOUT TFC AFTER RA.
Narrative: CLRED FOR VISUAL APCH BY TRACON; SWITCHED TO TWR WHILE ON 170 DEG HDG. BEGAN TURNING TO RWY 26 TO SHORTEN APCH PATH AS WE WERE #1. TA/RA TFC LESS THAN 1/4 MI. TWR THEN NOTIFIED US. I LOOKED AT THE TCAS AND SAW THE TFC 500 FT BELOW AND LEVEL. I WAS DSNDING APPROX 1500 FPM TO GET ON THE GS I BEGAN TO RECOVER THE DSCNT; VISUALLY SAW TFC; I PULLED UP THE NOSE TO A CLB TO AVOID TFC AND THE TFC WENT RIGHT UNDER THE NOSE AT APPROX 200 FT BELOW AND DID NOT ALTER COURSE. THE TFC WAS TO HAVE US IN SIGHT AND MAINTAIN VISUAL. I WAS NOT NOTIFIED OF TFC UNTIL RA AND THEN BY TWR. LANDED WITHOUT FURTHER COURSE ALTERATIONS. ATC SHOULD HAVE HAD THE TRAFFIC ON THE SAME FREQ.
