Narrative:
My student and I were on the downwind for runway 15 at X04 airport. I noticed an aircraft pass in front of us to the east at 1000 ft. It then turned north crossing the base leg then turned in our direction. We made evasive action to the right. The aircraft then saw us and did the same. We rejoined the pattern and landed; making a full stop rather than the planned touch-and-go. I then observed the aircraft continue to make a rectangular course several more times entering the pattern for X04 airport each time. I had tried 10+ times to raise the aircraft on CTAF 123.05 without results. I then tried an air-to-air frequency often used by area flight schools; 123.50. I stated 'aircraft operating in the area of orl.apopka; bob white; and orl.north you need to clear the area.' the pilot responded 'why? (Pause) what are you? The FAA?' I replied that he was a hazard to traffic in the patterns of these airports. No answer. The aircraft did 2 more rounds before clearing the area. This was not the first time this has been a problem in this area. It has been reported to the FAA without any improvement. I fear that as X04 finishes redevelopment; small aircraft doing ground reference maneuvers in the pattern of X04 airport and other nearby airports; on another frequency; will cause an accident. This is avoidable. We need to use one frequency and avoid the traffic patterns when not landing or taking off.

Title: C172 STUDENT PLT AND FLT INSTRUCTOR EXPERIENCE NMAC IN PATTERN AT X04 ARPT. OTHER ACFT FLYING REPEATED RACE TRACK PATTERN ABUTTING TFC PATTERN WITHOUT ADVISING ON CTAF.
