Narrative:

Aircraft #1 was a student pilot training flight operating at the brinkman private airport with the owner's permission. I was the flight instructor, instructing the student in airport traffic pattern procedures. As we turned downwind from crosswind, I observed another aircraft on what appeared to be a collision course crossing from left to right in the traffic pattern. I immediately took control of the aircraft and initiated a hard left climbing turn to avoid the aircraft. I recognized the aircraft as one flown by X, but did not see the other aircraft take any evasive action. The cap [civil air patrol] had been flying 2 C172 aircraft from the kerrville schreiner airport on friday and saturday, possibly on a practice search mission. There was no notice posted at kerrville airport indicating any increase in cap activity. I recommend that cap procedures be amended to require NOTAMS be posted for any practice search missions or times of increased flight activity by the cap. The airports in the areas affected by the flight activity should post notices provided by the cap indicating times, altitudes and location of search activities so local airmen are aware of the increased flight activity. May/fri/02, on returning to kerrville airport following a training flight, I was unable to make normal radio xmissions on CTAF because cap ground and flight personnel were trying to resolve an FM radio communication problem on 122.7 (CTAF). Cap needs to improve their operating procedures so as not to create a safety of flight issue by cluttering up CTAF with maintenance/operations troubleshooting.

Title: C172 FLT INSTRUCTOR, WITH STUDENT PLT, TOOK CTL OF ACFT DURING DOWNWIND LEG TO MAKE AN EVASIVE CLBING TURN TO AVOID ANOTHER C172 XING THROUGH THE TFC PATTERN ON A COLLISION COURSE.

CAP NEEDS TO IMPROVE THEIR OPERATING PROCS SO AS NOT TO CREATE A SAFETY OF FLT ISSUE BY CLUTTERING UP CTAF WITH MAINT/OPS TROUBLESHOOTING.
