Narrative:

Our next flight was on a different aircraft and scheduled to leave 9 mins before our late arrival. I arrived at the aircraft to find all the passenger boarded. Upon walking into the cabin; I immediately realized that it was very hot and stuffy; and the flight attendants asked immediately to get some air flowing. Upon starting my preflight flows; I immediately realized that the aircraft had probably just come from the hangar; with everything off except for the external power busses and the ground service bus. I realized that with the battery switch being off (flight attendant communications affected) and the emergency lights unarmed; that the aircraft had been in an unsafe condition for passenger to be on board before my arrival to the aircraft. This was the second day in a row that we arrived late in sea to take a different aircraft outbound. On both occasions; crew scheduling stated that there weren't any reserve crews to take the flts out on time. As a result; on both occasions we arrived to a fully boarded aircraft with everyone waiting on the flight crew. In the case mentioned in this report; the rush to get the flight out as quickly as possible along with the absence of a flight crew or maintenance personnel to ensure the aircraft was in the proper confign for boarding led to an unsafe condition.

Title: FO ARRIVES AT MD80 FOR DEP AND FINDS THE ACFT FULLY BOARDED WITH PAX AND CABIN CREW BUT NO ELECTRICAL PWR OR AIR CONDITIONING AND WITH THE EMER EXIT LIGHTS UNARMED.

Narrative: OUR NEXT FLT WAS ON A DIFFERENT ACFT AND SCHEDULED TO LEAVE 9 MINS BEFORE OUR LATE ARR. I ARRIVED AT THE ACFT TO FIND ALL THE PAX BOARDED. UPON WALKING INTO THE CABIN; I IMMEDIATELY REALIZED THAT IT WAS VERY HOT AND STUFFY; AND THE FLT ATTENDANTS ASKED IMMEDIATELY TO GET SOME AIR FLOWING. UPON STARTING MY PREFLT FLOWS; I IMMEDIATELY REALIZED THAT THE ACFT HAD PROBABLY JUST COME FROM THE HANGAR; WITH EVERYTHING OFF EXCEPT FOR THE EXTERNAL PWR BUSSES AND THE GND SVC BUS. ON BOTH OCCASIONS; CREW SCHEDULING STATED THAT THERE WEREN'T ANY RESERVE CREWS TO TAKE THE FLTS OUT ON TIME. AS A RESULT; ON BOTH OCCASIONS WE ARRIVED TO A FULLY BOARDED ACFT WITH EVERYONE WAITING ON THE FLT CREW. IN THE CASE MENTIONED IN THIS RPT; THE RUSH TO GET THE FLT OUT AS QUICKLY AS POSSIBLE ALONG WITH THE ABSENCE OF A FLT CREW OR MAINT PERSONNEL TO ENSURE THE ACFT WAS IN THE PROPER CONFIGN FOR BOARDING LED TO AN UNSAFE CONDITION.
