Narrative:

After advising slc tower unable to takeoff runway 34R due to tailwind; tower advised everyone on frequency that we were turning around the airport. After a long silence; we were instructed to cross runway 34R and turn left on taxiway P; hold short of runway 32. We began to cross seeing traffic on final approach and no advisory. We believed they were overflying. Then a frantic call came across saying they had been trying to call and they were going around. Then a controller came on and asked us our location on airfield. We replied crossing runway 34R at taxiway M. The controller said; 'I am sorry; that was my fault.' we proceeded without incident to runway 17. The go around flight crossed overhead at approximately 300 ft AGL and had never been given clearance to land. We believe there was a controller change from a female controller to a male controller.

Title: B727 IS CLRED TO CROSS RWY 34R AT SLC WHILE FLT ON FINAL; UNABLE TO CONTACT TWR; IS APCHING THE THRESHOLD.

Narrative: AFTER ADVISING SLC TWR UNABLE TO TKOF RWY 34R DUE TO TAILWIND; TWR ADVISED EVERYONE ON FREQ THAT WE WERE TURNING AROUND THE ARPT. AFTER A LONG SILENCE; WE WERE INSTRUCTED TO CROSS RWY 34R AND TURN L ON TXWY P; HOLD SHORT OF RWY 32. WE BEGAN TO CROSS SEEING TFC ON FINAL APCH AND NO ADVISORY. WE BELIEVED THEY WERE OVERFLYING. THEN A FRANTIC CALL CAME ACROSS SAYING THEY HAD BEEN TRYING TO CALL AND THEY WERE GOING AROUND. THEN A CTLR CAME ON AND ASKED US OUR LOCATION ON AIRFIELD. WE REPLIED XING RWY 34R AT TXWY M. THE CTLR SAID; 'I AM SORRY; THAT WAS MY FAULT.' WE PROCEEDED WITHOUT INCIDENT TO RWY 17. THE GAR FLT CROSSED OVERHEAD AT APPROX 300 FT AGL AND HAD NEVER BEEN GIVEN CLRNC TO LAND. WE BELIEVE THERE WAS A CTLR CHANGE FROM A FEMALE CTLR TO A MALE CTLR.
