Narrative:
Chain of events: contacted tower in run-up area. Asked for a right downwind departure on runway 30R and, if he had time, a low approach for runway 30R. Tower responded, 'you are clear for runway 30R takeoff and low approach for runway 30R.' as I started takeoff, I asked tower if he would like me to contact him when I was abeam the tower. He said, 'yes, call me on your downwind.' as I left the runway, I noticed a fire truck with flashing lights on the side of the runway. I thought the truck lights were on to cross the runway since the tower had not informed me of any problems. I contacted tower when I was abeam the tower on downwind to inform of my position. He acknowledged my contact and did not change my request for low approach. When on final on my low approach, crossing the numbers of runway 30R, tower contacted my saying, 'there's a plane approaching straight ahead of you on runway 12. Turn right immediately!' I immediately turned right back to a right downwind. I listened to the tower frequency and learned of the plane coming in with problems. No one had informed me of this situation either on the ground or in the air.

Title: ACFT WAS ALLOWED TO CROSS OVER LNDG THRESHOLD WHILE ANOTHER ACFT WAS APCHING THE OPPOSITE END OF SAME RWY TO LAND.
Narrative: CHAIN OF EVENTS: CONTACTED TWR IN RUN-UP AREA. ASKED FOR A R DOWNWIND DEP ON RWY 30R AND, IF HE HAD TIME, A LOW APCH FOR RWY 30R. TWR RESPONDED, 'YOU ARE CLR FOR RWY 30R TKOF AND LOW APCH FOR RWY 30R.' AS I STARTED TKOF, I ASKED TWR IF HE WOULD LIKE ME TO CONTACT HIM WHEN I WAS ABEAM THE TWR. HE SAID, 'YES, CALL ME ON YOUR DOWNWIND.' AS I LEFT THE RWY, I NOTICED A FIRE TRUCK WITH FLASHING LIGHTS ON THE SIDE OF THE RWY. I THOUGHT THE TRUCK LIGHTS WERE ON TO CROSS THE RWY SINCE THE TWR HAD NOT INFORMED ME OF ANY PROBS. I CONTACTED TWR WHEN I WAS ABEAM THE TWR ON DOWNWIND TO INFORM OF MY POS. HE ACKNOWLEDGED MY CONTACT AND DID NOT CHANGE MY REQUEST FOR LOW APCH. WHEN ON FINAL ON MY LOW APCH, XING THE NUMBERS OF RWY 30R, TWR CONTACTED MY SAYING, 'THERE'S A PLANE APCHING STRAIGHT AHEAD OF YOU ON RWY 12. TURN R IMMEDIATELY!' I IMMEDIATELY TURNED R BACK TO A R DOWNWIND. I LISTENED TO THE TWR FREQ AND LEARNED OF THE PLANE COMING IN WITH PROBS. NO ONE HAD INFORMED ME OF THIS SITUATION EITHER ON THE GND OR IN THE AIR.
