Narrative:
The pom 6 departure off ont is a significant problem with the new lowered profile descent into lax. The departure must be flown exactly and precisely and any deviation of less than 1 mi puts the aircraft into the new lax descent airspace. The PIC of this departure told us that his autoplt flew the route wrong. One way to fix this would be to allow the controllers to vector departures off the ground; but our current noise abatement procedures discourage this. Another fix would be to rewrite the departure and make it a safer distance away from the arrival route; but we aren't getting any action on that either. It's a trap for both controllers and pilots.

Title: SCT CTLR DESCRIBES PLT ERROR IN FLYING ONT SID THAT CONFLICTED WITH LAX ARR RTE.
Narrative: THE POM 6 DEP OFF ONT IS A SIGNIFICANT PROB WITH THE NEW LOWERED PROFILE DSCNT INTO LAX. THE DEP MUST BE FLOWN EXACTLY AND PRECISELY AND ANY DEV OF LESS THAN 1 MI PUTS THE ACFT INTO THE NEW LAX DSCNT AIRSPACE. THE PIC OF THIS DEP TOLD US THAT HIS AUTOPLT FLEW THE RTE WRONG. ONE WAY TO FIX THIS WOULD BE TO ALLOW THE CTLRS TO VECTOR DEPS OFF THE GND; BUT OUR CURRENT NOISE ABATEMENT PROCS DISCOURAGE THIS. ANOTHER FIX WOULD BE TO REWRITE THE DEP AND MAKE IT A SAFER DISTANCE AWAY FROM THE ARR RTE; BUT WE AREN'T GETTING ANY ACTION ON THAT EITHER. IT'S A TRAP FOR BOTH CTLRS AND PLTS.
