Narrative:

The E145 was lead aircraft on a SID; assigned a speed of 300 KTS or better. The FA50 was in trail of E145 and assigned speed of 280 KTS. Loss of spacing occurred with the FA50 level at 17000 ft and the E145 climbing through 16000 ft to 17000 ft. Poor judgement of aircraft performance by controller caused situation. Contributing factors: moderate or greater workload of controller. Observed by supervisor at time of event.
