Narrative:
Aircraft #2 landed and stopped before exiting runway 8 at intersection north because he saw another aircraft on taxiway south holding short of taxiway north. Aircraft #1 was cleared for takeoff when I heard the operations supervisor tell the ground controller to move aircraft #2 past the hold short line. I noticed that the tail of aircraft #2 was still on the runway and advised the local controller. Aircraft #1 was rolling 1500 ft down the runway when the local controller instructed him to abort takeoff due to an aircraft on the runway. I believe that what caused this situation was the fact that aircraft #2 did not move past the hold short line because he saw the aircraft that was holding short on taxiway south. There was no need for that aircraft to be holding on taxiway south short of taxiway north. I also believe that the ground controller and the operations supervisor failed to advise the local controller of the fact that the aircraft #2 suddenly stopped before finishing exiting the runway.

Title: TJSJ TWR COORDINATOR DESCRIBED ATC ISSUED ABORT WHEN PREVIOUS LNDG ACFT FAILED TO CLR RWY AND SUPVR-GND CTLR FAILED TO ADVISE LCL CTLR.
Narrative: ACFT #2 LANDED AND STOPPED BEFORE EXITING RWY 8 AT INTXN N BECAUSE HE SAW ANOTHER ACFT ON TXWY S HOLDING SHORT OF TXWY N. ACFT #1 WAS CLRED FOR TKOF WHEN I HEARD THE OPS SUPVR TELL THE GND CTLR TO MOVE ACFT #2 PAST THE HOLD SHORT LINE. I NOTICED THAT THE TAIL OF ACFT #2 WAS STILL ON THE RWY AND ADVISED THE LCL CTLR. I ALSO BELIEVE THAT THE GND CTLR AND THE OPS SUPVR FAILED TO ADVISE THE LCL CTLR OF THE FACT THAT THE ACFT #2 SUDDENLY STOPPED BEFORE FINISHING EXITING THE RWY.
