Unknown VFR orbiting around lrp VORTAC. Descent clearance given to air carrier X to 12000 ft. VFR showing 11900 ft climbing. I assumed continuing to 12500 ft VFR altitude. I stopped air carrier X at 12500 ft because VFR leveled at 12000 ft. Targets merged.
