Narrative:
A319 cleared for takeoff when BE20 was at about 4 mi. A319 did not roll; and was told to roll immediately or cancel clearance. He advised rolling; but still did not go right away. BE20; on practice approach; told to land and expect tough-and-go. BE20 advised runway not in sight and going missed. I got an immediate turn for BE20 to maintain separation; but did not like the whole scenario. Will ensure that air carrier is ready next time.
