Narrative:
Air carrier X was traffic for aircraft Y. Aircraft Y was stopped underneath air carrier X. Called traffic to each and air carrier X had aircraft Y in sight. Thought I needed to descend air carrier X to allow aircraft Y to climb. Don't know why I thought that. Descended air carrier X to lower altitude putting him in conflict with aircraft Y.

Narrative: ACR X WAS TFC FOR ACFT Y. ACFT Y WAS STOPPED UNDERNEATH ACR X. CALLED TFC TO EACH AND ACR X HAD ACFT Y IN SIGHT. THOUGHT I NEEDED TO DSND ACR X TO ALLOW ACFT Y TO CLB. DON'T KNOW WHY I THOUGHT THAT. DSNDED ACR X TO LOWER ALT PUTTING HIM IN CONFLICT WITH ACFT Y.
