Narrative:
I left savannah; GA (sav) at XA20 en route to stuart; fl (sua) on flight following. Right before reaching fort pierce (fpr); fl; ZMA suggested that I contact fort pierce since I would be flying over it on my way to sua. I contacted fort pierce which is approximately 20 mi from sua. I contacted sua tower about 10 mi from sua; requesting landing instructions. At that time I was flying at 1000 ft MSL and had the field in sight. The tower operator informed me that the field was IFR. I then requested a SVFR clearance to land. After some hesitation; he refused. I then asked for an instrument clearance to land. He refused. By that time I was adjacent to the field. He then cleared me to land on runway 30. After I landed; he told me to call the tower and he had called a security officer and a county deputy sheriff to accost me. Both checked my pilot's license and medical certificate; and the deputy sheriff checked the aircraft registration. I then called the tower operator who informed me that I had violated the regulations by entering the airspace when it was IFR. At no time was I in the clouds.

Title: VFR BE35 WAS REFUSED ENTRY INTO SUA CLASS D AIRSPACE BECAUSE OF IFR CONDITIONS; CONTINUES INBOUND; ISSUED LNDG CLRNC WHILE ON DOWNWIND.
Narrative: I LEFT SAVANNAH; GA (SAV) AT XA20 ENRTE TO STUART; FL (SUA) ON FLT FOLLOWING. RIGHT BEFORE REACHING FORT PIERCE (FPR); FL; ZMA SUGGESTED THAT I CONTACT FORT PIERCE SINCE I WOULD BE FLYING OVER IT ON MY WAY TO SUA. I CONTACTED FORT PIERCE WHICH IS APPROX 20 MI FROM SUA. I CONTACTED SUA TWR ABOUT 10 MI FROM SUA; REQUESTING LNDG INSTRUCTIONS. AT THAT TIME I WAS FLYING AT 1000 FT MSL AND HAD THE FIELD IN SIGHT. THE TWR OPERATOR INFORMED ME THAT THE FIELD WAS IFR. I THEN REQUESTED A SVFR CLRNC TO LAND. AFTER SOME HESITATION; HE REFUSED. I THEN ASKED FOR AN INST CLRNC TO LAND. HE REFUSED. BY THAT TIME I WAS ADJACENT TO THE FIELD. HE THEN CLRED ME TO LAND ON RWY 30. AFTER I LANDED; HE TOLD ME TO CALL THE TWR AND HE HAD CALLED A SECURITY OFFICER AND A COUNTY DEPUTY SHERIFF TO ACCOST ME. BOTH CHKED MY PLT'S LICENSE AND MEDICAL CERTIFICATE; AND THE DEPUTY SHERIFF CHKED THE ACFT REGISTRATION.
