Air carrier X checked on; I climbed him to FL230. I then turned him on course and shipped him to ZDC. I immediately realized that the security cap was active at FL210 and called linden sector to stop his climb.

Title: PCT CTLR EXPERIENCED OPDEV WHEN FAILING TO REMEMBER SECURITY ALT CAPTURE WITH ZDC AND ENTERED ACFT ABOVE RESTR AIRSPACE.
Narrative: ACR X CHKED ON; I CLBED HIM TO FL230. I THEN TURNED HIM ON COURSE AND SHIPPED HIM TO ZDC. I IMMEDIATELY REALIZED THAT THE SECURITY CAP WAS ACTIVE AT FL210 AND CALLED LINDEN SECTOR TO STOP HIS CLB.
