Narrative:
In cruise at FL370; both the r-hand and l-hand fuel filter bypass lights illuminated. The r-hand came on first and the checklist was immediately used. It indicated to land as soon as practical. After discussing airport options with the first officer; the left fuel filter bypass came on. We decided to land at the first available airport and we declared an emergency. After performing required checklists and descending rapidly; the flight landed at ZZZ1 without further incident. The l-hand fuel boost pump came on during short final. I believe the cause was due to the fueler not injecting prist as required by the ce-560. When I put the fuel order in; I was also checking on catering and flight release information. The FBO fueler finished fueling the aircraft prior to me being able to monitor. Checking on other flight issues combined with security procedures at ZZZ2 kept me from properly monitoring the fueling process. Solution: make every effort to monitor fueling. If there are other items to attend to; either delay fueling or attend to those items later. Supplemental information from acn 686717: we declared an emergency and asked to divert. We did not request emergency equipment. We announced 5 mi final on CTAF; then a C172 announced turning left base runway 36. We asked the C172 to go around as we had an emergency and needed to get on the ground. The C172 went around.

THE FBO FUELER FINISHED FUELING THE ACFT PRIOR TO ME BEING ABLE TO MONITOR. CHKING ON OTHER FLT ISSUES COMBINED WITH SECURITY PROCS AT ZZZ2 KEPT ME FROM PROPERLY MONITORING THE FUELING PROCESS. SOLUTION: MAKE EVERY EFFORT TO MONITOR FUELING. IF THERE ARE OTHER ITEMS TO ATTEND TO; EITHER DELAY FUELING OR ATTEND TO THOSE ITEMS LATER. SUPPLEMENTAL INFO FROM ACN 686717: WE DECLARED AN EMER AND ASKED TO DIVERT. WE DID NOT REQUEST EMER EQUIP. WE ANNOUNCED 5 MI FINAL ON CTAF; THEN A C172 ANNOUNCED TURNING L BASE RWY 36. WE ASKED THE C172 TO GO AROUND AS WE HAD AN EMER AND NEEDED TO GET ON THE GND. THE C172 WENT AROUND.
