Narrative:

Start valve did not open during start with a start cart at the gate. We advised the gate agent and operations agent that it would be wise to have a fuel truck standing by in case maintenance needed to fulfill a procedure that would use fuel. We were dispatching with minimum fuel as it was. As we were coordinating the problem with maintenance via radio; a ground handler advised us that the fueler was putting fuel on board; and was about to disconnect. We looked at our gauge and found that the fueler had pumped 500 pounds on board. This was neither asked for nor expected. During the refueling; the cabin door had been closed; and jetway pulled away. When we queried operations; the agent stated that they did not know anything about it. I brought it to the gate agent's attention as well; and they too stated they did not order fuel; only asked to have a truck standing by.

Narrative: START VALVE DID NOT OPEN DURING START WITH A START CART AT THE GATE.
