Narrative:

Approach into ZZZ; visual. Approximately 15 mi out; being vectored at 3000 ft MSL; speed 220 KTS; joined the localizer course inbound and I asked the captain to select flaps 9 degrees. He moved the flap lever to the 9 degree position and we received 2 caution EICAS messages 'flap fail' and 'sps advanced' as well as an amber box with a dash in it where the flap indication would normally say '9.' we completed the procedure in the aom and notified ATC that we were declaring an emergency and explained the situation. We notified the flight attendant; passenger; operations on the ground in ZZZ and maintenance as well. We asked ATC for a different runway since it was longer and a better choice for our needs. The approach was made and landing was smooth without incident. We stopped with plenty of room and cleared runway at taxiway; and taxied to the gate without any complications.

Title: E140 FLT CREW EXPERIENCES FLAP FAIL ANOMALY. DECLARE EMER AND LAND SAFELY AT DEST.

Narrative: APCH INTO ZZZ; VISUAL. APPROX 15 MI OUT; BEING VECTORED AT 3000 FT MSL; SPD 220 KTS; JOINED THE LOC COURSE INBOUND AND I ASKED THE CAPT TO SELECT FLAPS 9 DEGS. HE MOVED THE FLAP LEVER TO THE 9 DEG POS AND WE RECEIVED 2 CAUTION EICAS MESSAGES 'FLAP FAIL' AND 'SPS ADVANCED' AS WELL AS AN AMBER BOX WITH A DASH IN IT WHERE THE FLAP INDICATION WOULD NORMALLY SAY '9.' WE COMPLETED THE PROC IN THE AOM AND NOTIFIED ATC THAT WE WERE DECLARING AN EMER AND EXPLAINED THE SITUATION. WE NOTIFIED THE FLT ATTENDANT; PAX; OPS ON THE GND IN ZZZ AND MAINT AS WELL. WE ASKED ATC FOR A DIFFERENT RWY SINCE IT WAS LONGER AND A BETTER CHOICE FOR OUR NEEDS. THE APCH WAS MADE AND LNDG WAS SMOOTH WITHOUT INCIDENT. WE STOPPED WITH PLENTY OF ROOM AND CLRED RWY AT TXWY; AND TAXIED TO THE GATE WITHOUT ANY COMPLICATIONS.
