Narrative:
I advised air carrier X that the traffic he was following was 30 KTS slower and then asked him if he had the traffic in sight. Air carrier X stated he did have traffic in sight but the spacing would not be acceptable due to the speed of the preceding aircraft. I then broke air carrier X out to the south for re-sequence and issued instructions to tl heading 100 degrees maintain 5000 ft. Air carrier X acknowledged the clearance. I had traffic above him going north (C550) descending to 6000 ft. I issued the instructions to air carrier X again which he acknowledged but still continued down the final and leveled about 5200 ft or 5400 ft. I asked him if he was having difficulty. I also issued a speed of 180 KTS then observed him increase speed to about 250 KTS. When I questioned his speed; he said he was slowing. This crew seemed unsure and may have caused a situation because of their inability to follow instructions even after acknowledging the instructions.

Title: AN ARRIVING B767 FLT CREW WAS ISSUED A TURN AND A CLB TO 5000 FT FROM THE FINAL APCH COURSE DUE TO SPACING BEHIND ANOTHER ACFT. THE FLT CREW CONTINUE INBOUND ON FINAL AND CLBED ABOVE THE ASSIGNED ALT. A CONFLICT RESULTED WITH AN IFR C550 LEVEL AT 6000 FT.
Narrative: I ADVISED ACR X THAT THE TFC HE WAS FOLLOWING WAS 30 KTS SLOWER AND THEN ASKED HIM IF HE HAD THE TFC IN SIGHT. ACR X STATED HE DID HAVE TFC IN SIGHT BUT THE SPACING WOULD NOT BE ACCEPTABLE DUE TO THE SPD OF THE PRECEDING ACFT. I THEN BROKE ACR X OUT TO THE S FOR RE-SEQUENCE AND ISSUED INSTRUCTIONS TO TL HDG 100 DEGS MAINTAIN 5000 FT. ACR X ACKNOWLEDGED THE CLRNC. I HAD TFC ABOVE HIM GOING N (C550) DSNDING TO 6000 FT. I ISSUED THE INSTRUCTIONS TO ACR X AGAIN WHICH HE ACKNOWLEDGED BUT STILL CONTINUED DOWN THE FINAL AND LEVELED ABOUT 5200 FT OR 5400 FT. I ASKED HIM IF HE WAS HAVING DIFFICULTY. I ALSO ISSUED A SPD OF 180 KTS THEN OBSERVED HIM INCREASE SPD TO ABOUT 250 KTS. WHEN I QUESTIONED HIS SPD; HE SAID HE WAS SLOWING.
