Narrative:

CRJ2 was on the ILS runway 5 approach to crw. The helicopter was doing his preflight run up on the hospital helipad with his transponder on. When CRJ2 passed overhead he received a TCAS cautionary advisory for an aircraft 500 ft below him. The CRJ2 was on a 1 mi final and asked over 125.7 if any other aircraft are on final for runway 5. The helicopters that operate from the 3 hospitals at charleston; wv; have a LOA that allows them to climb to 700 ft MSL to establish radio contact with crw ATC. If this helicopter had done that there would have been less than 300 ft vertical separation and 0 (zero) ft lateral separation between the 2 aircraft. At the very least there should be a warning published on all approach plates to runway 5 and the VOR-a to crw advising pilots with TCAS of this problem.

Title: AN ACR CARJ RECEIVED A TCAS TA WHILE ON A 1 MI FINAL FROM A HELI DOING PREFLT AT A HOSPITAL UNDER THE FINAL APCH COURSE.

Narrative: CRJ2 WAS ON THE ILS RWY 5 APCH TO CRW. THE HELI WAS DOING HIS PREFLT RUN UP ON THE HOSPITAL HELIPAD WITH HIS XPONDER ON. WHEN CRJ2 PASSED OVERHEAD HE RECEIVED A TCAS CAUTIONARY ADVISORY FOR AN ACFT 500 FT BELOW HIM. THE CRJ2 WAS ON A 1 MI FINAL AND ASKED OVER 125.7 IF ANY OTHER ACFT ARE ON FINAL FOR RWY 5. THE HELIS THAT OPERATE FROM THE 3 HOSPITALS AT CHARLESTON; WV; HAVE A LOA THAT ALLOWS THEM TO CLB TO 700 FT MSL TO ESTABLISH RADIO CONTACT WITH CRW ATC. IF THIS HELI HAD DONE THAT THERE WOULD HAVE BEEN LESS THAN 300 FT VERT SEPARATION AND 0 (ZERO) FT LATERAL SEPARATION BTWN THE 2 ACFT. AT THE VERY LEAST THERE SHOULD BE A WARNING PUBLISHED ON ALL APCH PLATES TO RWY 5 AND THE VOR-A TO CRW ADVISING PLTS WITH TCAS OF THIS PROB.
