Narrative:
I was cleared to descend down to 6000 ft. At 7000 ft both the pilots called 1000 ft to go; and I said 'set and selected.' at 6000 ft with 1000 FPM descent showing on the vertical speed indicator and an altitude capture showing on the pfd; I became aware that the altitude hold was not going to work. At 5850 ft I took corrective action and returned the aircraft to the assigned altitude of 6000 ft. The aircraft went as low as about 5750 ft before returning to 6000 ft. ZNY called and gave altimeter setting and said check altitude. Supplemental information from acn 689775: first officer found an estimated 40 pounds of force was required to be needed to level off the aircraft.

Title: H125B HAWKER FLT CREW HAS AN ALTDEV ON APCH TO TEB.
Narrative: I WAS CLRED TO DSND DOWN TO 6000 FT. AT 7000 FT BOTH THE PLTS CALLED 1000 FT TO GO; AND I SAID 'SET AND SELECTED.' AT 6000 FT WITH 1000 FPM DSCNT SHOWING ON THE VERT SPD INDICATOR AND AN ALT CAPTURE SHOWING ON THE PFD; I BECAME AWARE THAT THE ALT HOLD WAS NOT GOING TO WORK. AT 5850 FT I TOOK CORRECTIVE ACTION AND RETURNED THE ACFT TO THE ASSIGNED ALT OF 6000 FT. THE ACFT WENT AS LOW AS ABOUT 5750 FT BEFORE RETURNING TO 6000 FT.
