Narrative:
On taxi out from ZZZ1; extended flaps; and trailing edge flaps light and associated EICAS message appeared. Called maintenance; no help with problem. Returned to gate and maintenance worked the problem. Fscu #2 showed no data; they replaced fscu #2. Maintenance cycled flaps. Operations checked normal. Aircraft was to service. Flew aircraft to ZZZ2; I was PF. We were cleared visual approach to runway 31R. Flaps 1 degree were selected. Trailing edge flaps light and associated EICAS message appeared. Requested delay vectors and told ATC of flap problem. Xferred control to captain for remainder of flight. PF declared emergency and requested emergency equipment. Completed trailing edge flaps irregular procedure; and issued cabin advisory for flight attendants. Approach and landing were changed to runway 31L. Checklist called for landing flaps 20/20 reference alternate flaps. Fuel was approximately 10100 pounds on final. Target speed was 138 KTS. Landed without incident; made PA announcement 'remain seated' and canceled emergency equipment. Taxied to gate.
