Narrative:
On rotation EICAS showed 'landing gear air-ground fail' message. Landing gear did not retract. I was the PNF at the time. As PNF I ran the appropriate checklist. Per aom; we maintained VFR conditions; avoiding icing conditions. Gear was left in down position. Advised ATC and flight attendant with intentions. The captain tried to contact maintenance with no success. ACARS messages were sent to operations with stated intention to return to ZZZ for landing and ETA. Reduced landing weight by taking radar vectors by ATC to burn approximately 800 pounds of fuel. During this phase of flight the flight attendant and passenger were briefed by the captain while I took control of the aircraft. Once the landing weight was reduced within the maximum; allowed for landing; we calculated the new landing distance (unfactored landing distance multiplied by 1.45) and -- as a precaution -- we declared emergency with ATC.
