Narrative:
Improper phraseology was used by the other controller and was misunderstood. Use of proper phraseology is a must. WX was without a doubt a factor; too. Especially when aircraft are deviating way off course.

Title: ZOB ASSOCIATE CTLR DESCRIBED OPERROR AT FL220 RESULTING FROM INCORRECT USE OF STANDARD PHRASEOLOGY.
Narrative: IMPROPER PHRASEOLOGY WAS USED BY THE OTHER CTLR AND WAS MISUNDERSTOOD. USE OF PROPER PHRASEOLOGY IS A MUST. WX WAS WITHOUT A DOUBT A FACTOR; TOO. ESPECIALLY WHEN ACFT ARE DEVIATING WAY OFF COURSE.
