Narrative:

In accordance with the company checklist and procedures; the rotating beacon was illuminated to indicate the forthcoming starting of engines. A visual inspection of the ramp area was conducted by copilot and myself. There were no observed personnel or hazards. We aurally confirmed that was safe to start engines. Both engines started normally and the 'after start' checklist was accomplished. As normal in this aircraft there was an approximately 3 min wait needed before initiation of taxi for the attitude gyro to become functional. Copilot and I accomplished the 'before taxi' checklist and I illuminated the recognition lights to indicate to the lineman that we were ready to taxi. The line man observed the illumination of the recognition lights and began to signal us with standard ground marshalling signals indicating that it was safe for us to initiate taxi. Copilot observed the line man marshalling signal to taxi and in addition observed a second line man also looking at our aircraft and the surrounding area. Using minimum breakaway thrust; we began to taxi. The ramp is sloped resulting in minimum breakaway thrust being higher than normal. As the aircraft began to roll forward thrust was reduced. We continued to follow the signal guidance provided by the line man until we exited the ramp. The remainder of the taxi; takeoff and flight was normal. My chief pilot and supervisor; informed me that there was a report of a person on the ramp being blown over and receiving an injury to their arm during the fall. The report indicated that the jetblast from my aircraft might be involved. I explained to him that no person walking on the ramp was observed by copilot or me during any part of our pre taxi visual check or during taxi. Additionally; I reaffirmed that the line man; had responded to the illumination of the recognition lights and provided me with positive guidance to begin taxi. As it is impossible for me to see behind the aircraft; I was required to rely on the visual ability of the line man to ensure that safety to persons and property was maintained. Title: CITATION II (C550) FLT CREW WHILE STARTING TO TAXI INJURES AN INDIVIDUAL WITH THE JETBLAST.

Narrative: IN ACCORDANCE WITH THE COMPANY CHKLIST AND PROCS; THE ROTATING BEACON WAS ILLUMINATED TO INDICATE THE FORTHCOMING STARTING OF ENGS. A VISUAL INSPECTION OF THE RAMP AREA WAS CONDUCTED BY COPLT AND MYSELF. THERE WERE NO OBSERVED PERSONNEL OR HAZARDS. WE AURALLY CONFIRMED THAT WAS SAFE TO START ENGS. BOTH ENGS STARTED NORMALLY AND THE 'AFTER START' CHKLIST WAS ACCOMPLISHED. AS NORMAL IN THIS ACFT THERE WAS AN APPROX 3 MIN WAIT NEEDED BEFORE INITIATION OF TAXI FOR THE ATTITUDE GYRO TO BECOME FUNCTIONAL. COPLT AND I ACCOMPLISHED THE 'BEFORE TAXI' CHKLIST AND I ILLUMINATED THE RECOGNITION LIGHTS TO INDICATE TO THE LINEMAN THAT WE WERE READY TO TAXI. THE LINE MAN OBSERVED THE ILLUMINATION OF THE RECOGNITION LIGHTS AND BEGAN TO SIGNAL US WITH STANDARD GND MARSHALLING SIGNALS INDICATING THAT IT WAS SAFE FOR US TO INITIATE TAXI. COPLT OBSERVED THE LINE MAN MARSHALLING SIGNAL TO TAXI AND IN ADDITION OBSERVED A SECOND LINE MAN ALSO LOOKING AT OUR ACFT AND THE SURROUNDING AREA. USING MINIMUM BREAKAWAY THRUST; WE BEGAN TO TAXI. THE RAMP IS SLOPED RESULTING IN MINIMUM BREAKAWAY THRUST BEING HIGHER THAN NORMAL. AS THE ACFT BEGAN TO ROLL FORWARD THRUST WAS REDUCED. WE CONTINUED TO FOLLOW THE SIGNAL GUIDANCE PROVIDED BY THE LINE MAN UNTIL WE EXITED THE RAMP. THE REMAINDER OF THE TAXI; TKOF AND FLT WAS NORMAL. MY CHIEF PLT AND SUPVR; INFORMED ME THAT THERE WAS A RPT OF A PERSON ON THE RAMP BEING BLOWN OVER AND RECEIVING AN INJURY TO THEIR ARM DURING THE FALL. THE RPT INDICATED THAT THE JETBLAST FROM MY ACFT MIGHT BE INVOLVED. I EXPLAINED TO HIM THAT NO PERSON WALKING ON THE RAMP WAS OBSERVED BY COPLT OR ME DURING ANY PART OF OUR PRE TAXI VISUAL CHK OR DURING TAXI. ADDITIONALLY; I REAFFIRMED THAT THE LINE MAN; HAD RESPONDED TO THE ILLUMINATION OF THE RECOGNITION LIGHTS AND PROVIDED ME WITH POSITIVE GUIDANCE TO BEGIN TAXI. AS IT IS IMPOSSIBLE FOR ME TO SEE BEHIND THE ACFT; I WAS REQUIRED TO RELY ON THE VISUAL ABILITY OF THE LINE MAN TO ENSURE THAT SAFETY TO PERSONS AND PROPERTY WAS MAINTAINED. ALL EVENTS IN THIS RPT ARE TO THE BEST OF MY RECOLLECTION. I RESERVE THE RIGHT TO MODIFY OR APPEND THIS RPT.
