Narrative:

Parachute club has a local letter to climb to 13500 ft; clear of class B airspace at tpa and drop jumpers when giving a 2 min warning. Lately; the pilot has been requesting to climb to 16500 ft; which is 3000 ft more in ZJX's airspace; and says he has coordination this with the center. I refuse to work him above 13500 ft because we do not have an LOA above that altitude; and I believe it is a dangerous operation.
