Narrative:

Experienced what appeared to be wake turbulence; left wing drop; aircraft autoplt engaged; throttles idle; descending. Aircraft continued to have left wing drop to extent autoplt was not correcting. Turned off autoplt; added power; retrimmed. On next leg; same aircraft; same flight; copilot remarked he had left wing drop on approach. Observed left wing (top of wing; midway out from fuselage) had wing skin lifted 2 1/2 inches along wing skin panel; 18 inches in length. Crew reported to maintenance that wing skin not secure; fasteners visible in-flight; seen on left wing. Crew assumed access panel but examination postflt showed 8 ft wing skin panel from engine out. Item reported to next crew and engineering. Maintenance log entry noted details of panel liftoff of wing. Information to maintenance no abnormal flight characteristics noted on this flight. Information noted no further action required. Callback conversation with reporter revealed the following information: the reporter stated the lifting of the wing skin was observed noting the wing dropping control problem. On trip termination; the item was written up for maintenance and maintenance operations was advised of the report. The outbound crew was advised of the situation and elected to fly the scheduled revenue flight with the open logbook item not answered or noted that any maintenance was performed. There is no record of the inbound logbook item in the aircraft maintenance history.

ON TRIP TERMINATION; THE ITEM WAS WRITTEN UP FOR MAINT AND MAINT OPS WAS ADVISED OF THE RPT. THE OUTBOUND CREW WAS ADVISED OF THE SITUATION AND ELECTED TO FLY THE SCHEDULED REVENUE FLT WITH THE OPEN LOGBOOK ITEM NOT ANSWERED OR NOTED THAT ANY MAINT WAS PERFORMED. THERE IS NO RECORD OF THE INBOUND LOGBOOK ITEM IN THE ACFT MAINT HISTORY.
