During descent; right engine became unresponsive. At leveloff; advanced throttles and right engine did not accelerate. N1 and EPR did not change with throttle movement. Accomplished engine failure/in-flight shutdown procedure for immediate landing. Engine did not restart per checklist procedure. Accomplished 1-ENG landing procedure; reviewed emergency landing checklist and go around capability. Diverted to ZZZ. Declared emergency. Accomplished single engine landing at ZZZ. Ceiling 400 ft overcast; 6 mi visibility; winds 130 degrees at 8 KTS. Aircraft inspected by emergency crews; no hazards found. Taxied to terminal. Supplemental information from acn 696907: ATC provided ATIS and informed us that crash fire rescue equipment equipment would be standing by. Uneventful landing.
