Narrative:
I signed for block 7 of the ETOPS #1 check stating that the APU hour meter was inoperative. In fact; the hour meter had been replaced during the previous shift at the hangar; however; the placard/MEL had not been cleared because the meter needed an operations check. There was no inoperative sticker on the hour meter; and it read 000.6 so I assumed any placard had been cleared and did not estimate APU hours per block 7B; but recorded meter reading per block 7A. Upon return flight the meter operations check and paperwork removing placard/MEL was accomplished. I reviewed ZZZ1 ETOPS training and will in the future review the log for APU hour meter on placard prior to signing block 7 of the ETOPS #1 check. Block 7 of ETOPS #1 work card only states to 'check the APU hour meter in the cockpit;' and does not direct the mechanic to review log for hour meter on placard. Normally the log review is accomplished by the lead tech. The previous shift left no 'inoperative' stickers on the new APU hour meter and did not accomplish an operations check to remove the placard from the log. There was also no 'turnover' report that the meter needed operations check and placard/meter removal when the aircraft was delivered to the gate.

Title: A B757-200 DURING AN OVERWATER INSPECTION THE APU HOUR METER WAS SIGNED OFF AS OPERATIVE. HOUR METER WAS OPERATIVE BUT NEEDED CHK DUE TO REPLACEMENT.
Narrative: I SIGNED FOR BLOCK 7 OF THE ETOPS #1 CHK STATING THAT THE APU HOUR METER WAS INOP. IN FACT; THE HOUR METER HAD BEEN REPLACED DURING THE PREVIOUS SHIFT AT THE HANGAR; HOWEVER; THE PLACARD/MEL HAD NOT BEEN CLRED BECAUSE THE METER NEEDED AN OPS CHK. THERE WAS NO INOP STICKER ON THE HOUR METER; AND IT READ 000.6 SO I ASSUMED ANY PLACARD HAD BEEN CLRED AND DID NOT ESTIMATE APU HOURS PER BLOCK 7B; BUT RECORDED METER READING PER BLOCK 7A.
