Narrative:

I was working sector 43 (polaski) alone. Handoff started flashing on air carrier Y from ZID. Air carrier Y and air carrier X were tied up over psk -- same altitude; same time. Uret did not provide an alert before or during handoff. This is the third instance that I've been able to document. Both previous turned in to FAA via program procedure. No response. Uret does not work. It is a complete disaster in my opinion. It certainly doesn't work as a strip replacement. Yet that is the only reason I can see that anyone tolerates it. Uret doesn't replace strips; it doesn't catch all conflicts; you can't use it to plan -- in short -- it just plain doesn't work.

Title: ZTL CTLR EXPRESSED CONCERN REGARDING THE WORKING FUNCTIONALITY OF THE URET EQUIP AND ITS FAILURE(S) COMPARED TO THE FORMER PAPER STRIP PROCS.

IT IS A COMPLETE DISASTER IN MY OPINION. IT CERTAINLY DOESN'T WORK AS A STRIP REPLACEMENT. YET THAT IS THE ONLY REASON I CAN SEE THAT ANYONE TOLERATES IT. URET DOESN'T REPLACE STRIPS; IT DOESN'T CATCH ALL CONFLICTS; YOU CAN'T USE IT TO PLAN -- IN SHORT -- IT JUST PLAIN DOESN'T WORK.
