Narrative:

A36 on instrument approach ILS runway 28R at myf. Broke out at 1600 ft MSL; switched to tower frequency. Tower advised cessna on base for the parallel (did not say right base); did not see traffic on left base; where it should have been. As safety pilot in right seat saw C-172 at 1 O'clock; slightly low; pass right in front of us and land on runway 28L.
