Narrative:
A36 on instrument approach ILS runway 28R at myf. Broke out at 1600 ft MSL; switched to tower frequency. Tower advised cessna on base for the parallel (did not say right base); did not see traffic on left base; where it should have been. As safety pilot in right seat saw C-172 at 1 O'clock; slightly low; pass right in front of us and land on runway 28L.

Narrative: A36 ON INST APCH ILS RWY 28R AT MYF. BROKE OUT AT 1600 FT MSL; SWITCHED TO TWR FREQ. TWR ADVISED CESSNA ON BASE FOR THE PARALLEL (DID NOT SAY R BASE); DID NOT SEE TFC ON L BASE; WHERE IT SHOULD HAVE BEEN. AS SAFETY PLT IN R SEAT SAW C-172 AT 1 O'CLOCK; SLIGHTLY LOW; PASS RIGHT IN FRONT OF US AND LAND ON RWY 28L.
