Narrative:
Sjc is using runway 30R/12L as a taxiway. This is only one of many confused pilots as to the procedure. Air carrier X needed to be sequenced with other outbound aircraft for taxi but switched to local frequency just off the gate. Dispatch says it is company policy to be on local frequency when on a runway. However; sjc has runway 30R/12L notamed closed with another NOTAM it is now a taxiway. Continued confusion from pilots. Sjc management is slow to respond; says controllers must continue to educate. Proper airport markings are needed before something bad happens!

Narrative: SJC IS USING RWY 30R/12L AS A TXWY. THIS IS ONLY ONE OF MANY CONFUSED PLTS AS TO THE PROC.
