Narrative:
A supervisor was working all radar position when he cleared an aircraft for an approach that is unusable. Given the latest FAA/controller relations I reported this to my facility rep. I told the supervisor the approach was not available but he was then unable to contact the aircraft because he was too low for 119.2 and should have been on 118.95.
