Narrative:
While taxiing on taxiway H; a private car came from behind a row of aircraft parked along the taxiway and entered taxiway H while turning south. Car was at a speed of approximately 30 mph. Car did not see aircraft initially and we thought there would be a collision. Car finally saw the aircraft and moved to the right while braking. Aircraft was moved to the opposite direction. Distance from aircraft to car was 15 ft. Aircraft was still moving. Airport has no control over private vehicles on movement areas. Cars are routinely operated on txwys; and among hangars. Several uncontrolled entry points facilitate this access by private cars. It is believed that under different lighting conditions; and had PIC not been looking to the area from which the car entered the taxiway; a collision would have resulted.

Title: STUDENT AND INSTRUCTOR OF PA28 NEARLY COLLIDED WITH AUTO AT FDK ARPT WHILE TAXIING.
Narrative: WHILE TAXIING ON TXWY H; A PVT CAR CAME FROM BEHIND A ROW OF ACFT PARKED ALONG THE TXWY AND ENTERED TXWY H WHILE TURNING S. CAR WAS AT A SPD OF APPROX 30 MPH. CAR DID NOT SEE ACFT INITIALLY AND WE THOUGHT THERE WOULD BE A COLLISION. CAR FINALLY SAW THE ACFT AND MOVED TO THE R WHILE BRAKING. ACFT WAS MOVED TO THE OPPOSITE DIRECTION. DISTANCE FROM ACFT TO CAR WAS 15 FT. ACFT WAS STILL MOVING. ARPT HAS NO CTL OVER PVT VEHICLES ON MOVEMENT AREAS. CARS ARE ROUTINELY OPERATED ON TXWYS; AND AMONG HANGARS. SEVERAL UNCTLED ENTRY POINTS FACILITATE THIS ACCESS BY PVT CARS. IT IS BELIEVED THAT UNDER DIFFERENT LIGHTING CONDITIONS; AND HAD PIC NOT BEEN LOOKING TO THE AREA FROM WHICH THE CAR ENTERED THE TXWY; A COLLISION WOULD HAVE RESULTED.
