Narrative:

We were about to operate a repos flight from iad-msp. Before leaving for flight; we noticed that we were going to get close to our 16 hour duty day. The revenue flight was canceled because with our estimated wait for fuel in iad; and the taxi time they didn't think we would be able to operate with passenger. We had to wait almost 45 mins for fuel because of thunderstorms in the iad area; once we got fuel we had to wait another 20 mins or so for ramp agents to push us back. I called scheduling because I was worried we would go over 16 yrs of duty. I have a recorded phone call on my cell phone with them saying that we can operate up to 18 hours if we all agree to it and if we are part 91. I looked it up in the fom and it does say that at no time can a crew go beyond 18 hours of duty. With that information we decided to launch to msp. When we blocked out of the gate in iad we left the gate with enough time to have a quick taxi; the en route time; and the 15 min of duty after block-in before release to be done before our 16 hour limit. Our report time for the day was at XA50 and we blocked into msp at XP46 which means that after our 15 min release time we were released at XQ01 which gave us 16 hours 11 min duty for the day. I noticed on our scheduling system that our report time has been changed to XC00 and shows us at 15 hours 1 min duty day which is wrong because we blocked out of cos at XB18; so there's no possible way that we could have reported at XC00.

Title: A CL65 CREW EXCEEDED THEIR DUTY DAY AND WERE TOLD TO FERRY TO MSP; WHICH EXCEEDED THE COMPANY 16 HR LIMIT. IT APPEARS CHK-IN TIMES WERE ALTERED IN THE CREW SCHEDULING COMPUTER BY PERSONS UNKNOWN.

WHEN WE BLOCKED OUT OF THE GATE IN IAD WE LEFT THE GATE WITH ENOUGH TIME TO HAVE A QUICK TAXI; THE ENRTE TIME; AND THE 15 MIN OF DUTY AFTER BLOCK-IN BEFORE RELEASE TO BE DONE BEFORE OUR 16 HR LIMIT. OUR RPT TIME FOR THE DAY WAS AT XA50 AND WE BLOCKED INTO MSP AT XP46 WHICH MEANS THAT AFTER OUR 15 MIN RELEASE TIME WE WERE RELEASED AT XQ01 WHICH GAVE US 16 HRS 11 MIN DUTY FOR THE DAY. I NOTICED ON OUR SCHEDULING SYS THAT OUR RPT TIME HAS BEEN CHANGED TO XC00 AND SHOWS US AT 15 HRS 1 MIN DUTY DAY WHICH IS WRONG BECAUSE WE BLOCKED OUT OF COS AT XB18; SO THERE'S NO POSSIBLE WAY THAT WE COULD HAVE RPTED AT XC00.
