Narrative:

When fueler opened the external fueling panel; all fueling switches were in the 'on' position. Apparently left out of position at previous fueling. Callback conversation with reporter revealed the following information: the reporter stated with the refueling valves left in the open position there is no cockpit indication of the valve position. The refueling panel door; however; will alert the cockpit if left open. This airplane was fueled by a contract fueler.

Title: AN A319 AFTER ARR WHEN REFUELING PANEL OPENED IT WAS DISCOVERED ALL REFUELING SWITCHES WERE IN THE ON OR OPEN POS. LEFT OUT OF POS AT PREVIOUS FUELING.

Narrative: WHEN FUELER OPENED THE EXTERNAL FUELING PANEL; ALL FUELING SWITCHES WERE IN THE 'ON' POS. APPARENTLY LEFT OUT OF POS AT PREVIOUS FUELING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED WITH THE REFUELING VALVES LEFT IN THE OPEN POS THERE IS NO COCKPIT INDICATION OF THE VALVE POS. THE REFUELING PANEL DOOR; HOWEVER; WILL ALERT THE COCKPIT IF LEFT OPEN. THIS AIRPLANE WAS FUELED BY A CONTRACT FUELER.
