Narrative:

Landing VFR in foreign airport; low fuel. Tower personnel said field was closed due to low visibility. Field was VFR; landed for safety. Request from approach landing. Given permission. I verified with tower (said no) field in sight. Safe landing made. Spoke to tower personnel. Tower personnel told me field was now VFR and open. I felt safe landing and fellow copilot concurred. Tower personnel was very understanding. Foreign airports have no accurate way of measuring ceiling.

Narrative: LNDG VFR IN FOREIGN ARPT; LOW FUEL. TWR PERSONNEL SAID FIELD WAS CLOSED DUE TO LOW VISIBILITY. FIELD WAS VFR; LANDED FOR SAFETY. REQUEST FROM APCH LNDG. GIVEN PERMISSION. I VERIFIED WITH TWR (SAID NO) FIELD IN SIGHT. SAFE LNDG MADE. SPOKE TO TWR PERSONNEL. TWR PERSONNEL TOLD ME FIELD WAS NOW VFR AND OPEN. I FELT SAFE LNDG AND FELLOW COPLT CONCURRED. TWR PERSONNEL WAS VERY UNDERSTANDING. FOREIGN ARPTS HAVE NO ACCURATE WAY OF MEASURING CEILING.
