Narrative:

Air carrier Y was climbing sbound. I took the handoff on air carrier X 15 NM north of alb VORTAC. The aircraft showed FL270 and climbing to FL300. Air carrier Y was climbing nwbound from center direct syr. The aircraft was climbing to FL290. Air carrier X was only climbing at 500 FPM at best. I did not notice this at first because there was an aircraft of suspect on frequency and I was trying to obtain company information and phone numbers. I asked air carrier X his rate of climb. He replied 500 FPM. I told him to increase to at least 1000 FPM to top the air carrier Y who was also climbing. Air carrier X did not climb fast enough to top the air carrier Y. Separation was lost.

Narrative: ACR Y WAS CLBING SBOUND. I TOOK THE HDOF ON ACR X 15 NM N OF ALB VORTAC. THE ACFT SHOWED FL270 AND CLBING TO FL300. ACR Y WAS CLBING NWBOUND FROM CTR DIRECT SYR. THE ACFT WAS CLBING TO FL290. ACR X WAS ONLY CLBING AT 500 FPM AT BEST. I DID NOT NOTICE THIS AT FIRST BECAUSE THERE WAS AN ACFT OF SUSPECT ON FREQ AND I WAS TRYING TO OBTAIN COMPANY INFO AND PHONE NUMBERS. I ASKED ACR X HIS RATE OF CLB. HE REPLIED 500 FPM. I TOLD HIM TO INCREASE TO AT LEAST 1000 FPM TO TOP THE ACR Y WHO WAS ALSO CLBING. ACR X DID NOT CLB FAST ENOUGH TO TOP THE ACR Y. SEPARATION WAS LOST.
