Narrative:

On chili departure from runway 7R at phx; cleared for takeoff just behind a regional jet departing from runway 7L. Advised that rj would be turning south and to maintain visual separation. Copilot was flying. I advised tower; 'alright; we'll keep it slow;' as much to remind the PF that we were much quicker than the departing rj as to acknowledge the tower's instructions. During the takeoff roll the autothrottles would not engaged. The PF stated that he would continue manually. Immediately after takeoff; I observed that we were closing on the rj and instructed the PF to 'keep the speed down;' then reached over and manually bugged 200 KTS as the system would default to 250 KTS. I asked him if he still had the traffic and he told me he did. So; I momentarily diverted my attention to the SID instructions. When I looked outside the rj had passed below the nose and was no longer visible. The TCAS indicated that he was 2000 ft below us and climbing. Our altitude was fixed at 7000 ft. I checked the airspeed indicator to see how we could have closed the distance so quickly. Airspeed was near 240 KTS. PF had forgotten that he didn't have autothrottles and had not manually reduced power from takeoff setting or re-engaged the autothrottles; most of the separation that we had achieved from the rj was due to the phenomenal climb rate the jet had achieved with these control settings. I immediately turned the heading bug to 045 degrees; the next heading on the SID; to achieve definite lateral separation from the rj and engaged the PF's autothrottles. Pilot seemed unaware of the potential conflict. PF's actions were due to low experience in high performance jets; failure to maintain situationuational awareness; and failure to maintain appropriate control of his jet.

Title: A G-V DEPARTING PHX RWY 7R FAILED TO MAINTAIN VISUAL SEPARATION FROM AN RJ DEPARTING RWY 7L WHEN THE FO FAILED TO MAINTAIN A SLOWER SPD.

Narrative: ON CHILI DEP FROM RWY 7R AT PHX; CLRED FOR TKOF JUST BEHIND A REGIONAL JET DEPARTING FROM RWY 7L. ADVISED THAT RJ WOULD BE TURNING S AND TO MAINTAIN VISUAL SEPARATION. COPLT WAS FLYING. I ADVISED TWR; 'ALRIGHT; WE'LL KEEP IT SLOW;' AS MUCH TO REMIND THE PF THAT WE WERE MUCH QUICKER THAN THE DEPARTING RJ AS TO ACKNOWLEDGE THE TWR'S INSTRUCTIONS. DURING THE TKOF ROLL THE AUTOTHROTTLES WOULD NOT ENGAGED. THE PF STATED THAT HE WOULD CONTINUE MANUALLY. IMMEDIATELY AFTER TKOF; I OBSERVED THAT WE WERE CLOSING ON THE RJ AND INSTRUCTED THE PF TO 'KEEP THE SPD DOWN;' THEN REACHED OVER AND MANUALLY BUGGED 200 KTS AS THE SYS WOULD DEFAULT TO 250 KTS. I ASKED HIM IF HE STILL HAD THE TFC AND HE TOLD ME HE DID. SO; I MOMENTARILY DIVERTED MY ATTN TO THE SID INSTRUCTIONS. WHEN I LOOKED OUTSIDE THE RJ HAD PASSED BELOW THE NOSE AND WAS NO LONGER VISIBLE. THE TCAS INDICATED THAT HE WAS 2000 FT BELOW US AND CLBING. OUR ALT WAS FIXED AT 7000 FT. I CHKED THE AIRSPD INDICATOR TO SEE HOW WE COULD HAVE CLOSED THE DISTANCE SO QUICKLY. AIRSPD WAS NEAR 240 KTS. PF HAD FORGOTTEN THAT HE DIDN'T HAVE AUTOTHROTTLES AND HAD NOT MANUALLY REDUCED PWR FROM TKOF SETTING OR RE-ENGAGED THE AUTOTHROTTLES; MOST OF THE SEPARATION THAT WE HAD ACHIEVED FROM THE RJ WAS DUE TO THE PHENOMENAL CLB RATE THE JET HAD ACHIEVED WITH THESE CTL SETTINGS. I IMMEDIATELY TURNED THE HDG BUG TO 045 DEGS; THE NEXT HDG ON THE SID; TO ACHIEVE DEFINITE LATERAL SEPARATION FROM THE RJ AND ENGAGED THE PF'S AUTOTHROTTLES. PLT SEEMED UNAWARE OF THE POTENTIAL CONFLICT. PF'S ACTIONS WERE DUE TO LOW EXPERIENCE IN HIGH PERFORMANCE JETS; FAILURE TO MAINTAIN SITUATIONUATIONAL AWARENESS; AND FAILURE TO MAINTAIN APPROPRIATE CTL OF HIS JET.
