Narrative:
On aircraft rvsm card number was assigned. I came down to the area where the mechanic was working rvsm to see how everything was going for a turnover for the next shift. There was an engineer; 2 technician crew chief; 2 inspectors and their supervisor; a mechanic and dock supervisor. They were all trying to interpret the maintenance manual structural repair manual and card; about r-hand static port and l-hand altitude static ports. After much delay all parties agreed the area under E58's and 2 were within limits. I was asked to sign E58 being within limits by the inspector; per maintenance manual and structural repair manuals; per figure 18 chart. Contacted engineering and technician crew chief about possible flow chart to help with lack of confusion on card; and maintenance manual and structural repair manual; flipping back and forth; etc.
