Narrative:
During cruise flight both captain and first officer notice a loud humming sound and high frequency vibration coming from under the cockpit and a faint electrical odor. Soon thereafter; the purser called from door 1L reporting a loud whine and an odor that the passenger noticed as well. The vibration got louder then stopped and was accompanied by a vent extract fault ECAM (an avionics cooling fan) and its associated circuit breaker popping. Following discussions with the flight attendants; captain; first officer and dispatch the decision was made to divert. We declared an emergency and were cleared direct and landed safely in VFR conditions.

Title: A319 FLT CREW HEARS LOUD HUMMING AND SMELLS AN ELECTRICAL ODOR FOLLOWED BY ECAM WARNING; DECLARES EMER AND DIVERTS.
Narrative: DURING CRUISE FLT BOTH CAPT AND FO NOTICE A LOUD HUMMING SOUND AND HIGH FREQ VIBRATION COMING FROM UNDER THE COCKPIT AND A FAINT ELECTRICAL ODOR.
