Narrative:
During the boarding process; the purser advised me that maintenance had installed 2 oxygen bottles in the overhead bins of seats xxa and xxg. I inquired of maintenance if they were going to notify me of the oxygen bottles. They stated it was not part of their process. I contacted the dispatch for assistance and we reviewed the fom where it states 'the captain must be informed of the location of the oxygen bottles.' I advised the dispatcher that unless he ordered me to fly the trip; I will not accept the assignment. The maintenance supervisor came to the aircraft with a copy of a message that stated 'install 2 therapeutic oxygen at seat xxa; xxg.' this is the 3RD report that I have written on this issue since sep/xx/05. The fom has been corrected stating that the captain must be notified; but the process of how to do it; is still lacking. I accepted a copy of the maintenance message as proper notification; and finally we started our push 30 mins late. How many flts are violating far 121.574 on a daily basis; due to the lack of proper notification to the crews? When is the company going to put in place the proper notification process? Who is responsible for notifying the captain? All the players must be aware of their individual responsibilities.

Title: B767 CAPT DISCOVERS THAT SUPPLEMENTAL OXYGEN BOTTLES HAVE BEEN INSTALLED FOR PAX USE; WITHOUT HIS KNOWLEDGE.
