Narrative:

My ATC takeoff clearance was to depart runway 31L and to turn crosswind after passing traffic in the downwind. I did not see the traffic from the ground and proceeded to take off. At the standard 500 ft altitude on the upwind; I started a left crosswind turn. About 1/2 way through the turn I saw the conflicting traffic coming at me in the downwind. I climbed and cleared the traffic approximately 250 ft above and 400 ft horizontal. I simply did not follow through in looking for the traffic and following instructions. I was not distraction and have no other explanations. I can sum it up with 1 word: complacency.
