Narrative:

During a visual approach to runway; the aircraft trailing edge flaps fail to extend to a planned 30 degree flap setting. The flap lever was at position 15 degrees with landing gear down and noticed the flap indicator only showing flaps at position 1 degree and leading edge flaps devices fully down. Aborted the visual approach and informed tower control of the flap problem. Climb to a block altitude of 2000-3000 ft MSL and accomplished the flap; trailing: symmetrical non-normal/no flap checklist. The flaps would not extend normally and declared an emergency to return for a flap 15 degrees approach. Had to use the alternate flaps switch to extend the flaps. Flew a normal flaps 15 degree approach and terminated the emergency with the fire chief after checking for hot brakes.

ABORTED THE VISUAL APCH AND INFORMED TWR CTL OF THE FLAP PROB. CLB TO A BLOCK ALT OF 2000-3000 FT MSL AND ACCOMPLISHED THE FLAP; TRAILING: SYMMETRICAL NON-NORMAL/NO FLAP CHKLIST.
