Narrative:
The first officer coordination for taxi from pushback and was instructed to taxi the long way around to runway 28L via a left turn to taxiway F; left turn on taxiway P; right on taxiway C to runway 28L. The captain repeated the taxi instructions and commenced the taxi. After turning left on taxiway P; the crew saw construction barricades in the taxi lane. The captain saw an available taxiway (taxiway east) and started to turn right (toward the active runway 28L). The first officer was verifying the taxi instructions and verbalized confusion about the instructions. The captain asked if it was clear to the right. The first officer told the captain to stop and almost simultaneously the tower instructed the flight to stop. The captain immediately stopped the aircraft (the nose of the aircraft was over the hold short line with the nosewheel just prior to or just on the hold line). The tower issued instructions to turn left and join taxiway P; right turn on taxiway C to runway 28L. The aircraft rolling for takeoff on runway 28L rejected the takeoff and returned to the takeoff end of the runway. Supplemental information from acn 712624: while on taxiway P; approaching taxiway east; the captain started to turn right and asked; 'are we clear?' I looked quickly left and right attempting to find the signage indicating taxiway C; started to say something; noticed another carrier aircraft proceeding toward us on (what is now known as) runway 28. Ground control immediately transmitted an order to stop. The captain executed immediate braking.

Title: B737-700 FLT CREW HAS A RWY INCURSION AT BWI.
Narrative: THE FO COORD FOR TAXI FROM PUSHBACK AND WAS INSTRUCTED TO TAXI THE LONG WAY AROUND TO RWY 28L VIA A L TURN TO TXWY F; L TURN ON TXWY P; R ON TXWY C TO RWY 28L. THE CAPT REPEATED THE TAXI INSTRUCTIONS AND COMMENCED THE TAXI. AFTER TURNING L ON TXWY P; THE CREW SAW CONSTRUCTION BARRICADES IN THE TAXI LANE. SUPPLEMENTAL INFO FROM ACN 712624: WHILE ON TXWY P; APCHING TXWY E; THE CAPT STARTED TO TURN R AND ASKED; 'ARE WE CLR?' I LOOKED QUICKLY L AND R ATTEMPTING TO FIND THE SIGNAGE INDICATING TXWY C; STARTED TO SAY SOMETHING; NOTICED ANOTHER CARRIER ACFT PROCEEDING TOWARD US ON (WHAT IS NOW KNOWN AS) RWY 28. GND CTL IMMEDIATELY XMITTED AN ORDER TO STOP. THE CAPT EXECUTED IMMEDIATE BRAKING.
