Narrative:
Please note that I wrote down the below clrncs just after this happened. We were cleared for takeoff runway 20R and to fly heading 260 degrees at 2 DME and climb to 5000 ft AGL by tower. Tower kept us until we passed some GA traffic. We flew at 5000 ft AGL for a few mi. After going to departure we were turned to heading 290 degrees and cleared to climb to 15000 ft AGL. During the climb at about 6500 ft AGL we had a TA on the TCAS. We continued to monitor and comply with our clearance. Although an RA was never issued we were prepared to take more aggressive action. We heard air carrier Y flight advise ATC he was complying with an RA. It appears that we passed with less than 1 mi of each other at the same altitude. The air carrier crew asked the controller to explain. He replied that we were diverging.

Title: AN A319 CAPT RPTS A TCAS TA WITH UNRPTED ACR TFC AT 7000 FT. THE OTHER TFC RESPONDED TO AN RA.
Narrative: PLEASE NOTE THAT I WROTE DOWN THE BELOW CLRNCS JUST AFTER THIS HAPPENED. WE WERE CLRED FOR TKOF RWY 20R AND TO FLY HDG 260 DEGS AT 2 DME AND CLB TO 5000 FT AGL BY TWR. TWR KEPT US UNTIL WE PASSED SOME GA TFC. WE FLEW AT 5000 FT AGL FOR A FEW MI. AFTER GOING TO DEP WE WERE TURNED TO HDG 290 DEGS AND CLRED TO CLB TO 15000 FT AGL. DURING THE CLB AT ABOUT 6500 FT AGL WE HAD A TA ON THE TCAS. WE CONTINUED TO MONITOR AND COMPLY WITH OUR CLRNC. ALTHOUGH AN RA WAS NEVER ISSUED WE WERE PREPARED TO TAKE MORE AGGRESSIVE ACTION. WE HEARD ACR Y FLT ADVISE ATC HE WAS COMPLYING WITH AN RA. IT APPEARS THAT WE PASSED WITH LESS THAN 1 MI OF EACH OTHER AT THE SAME ALT. THE ACR CREW ASKED THE CTLR TO EXPLAIN. HE REPLIED THAT WE WERE DIVERGING.
