Narrative:
On oct/tue/06 right&right (removed and replaced) L1 window. Remove two black rubber washers in upper l-hand beside tab. Reinstalled same washers in same place when reinstalled window. On first flight of day window shorted out at 2 black washers causing air turn back. Per maintenance manual; it talks about the black o-rings calling them black ethylene propylene seal washers. Callback conversation with reporter revealed the following information: the black ethylene propylene washers were removed from the defective window and used again on the replacement window bus bar terminal strip. The black washers do not show on the window replacement maintenance manual procedure. The use of these washers was optional and were originally used by contract maintenance on the removed window. Reporter stated the washers must have shorted out causing the sparks and smoke resulting a return to the departure airport.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE BLACK ETHYLENE PROPYLENE WASHERS WERE REMOVED FROM THE DEFECTIVE WINDOW AND USED AGAIN ON THE REPLACEMENT WINDOW BUS BAR TERMINAL STRIP. THE BLACK WASHERS DO NOT SHOW ON THE WINDOW REPLACEMENT MAINT MANUAL PROC. THE USE OF THESE WASHERS WAS OPTIONAL AND WERE ORIGINALLY USED BY CONTRACT MAINT ON THE REMOVED WINDOW. RPTR STATED THE WASHERS MUST HAVE SHORTED OUT CAUSING THE SPARKS AND SMOKE RESULTING A RETURN TO THE DEP ARPT.
