Narrative:
I have worked midnight shifts with too much time on position at cvg ATCT. Our mid is staffed with 3 air traffic controllers who are facility certified. The problem lies in an additional certification. Controller in charge or 'controller in charge' allows a controller to be in charge of the tower or TRACON. Prior to the FAA imposing its own work rules without our ratification; these individuals were just like supervisors when supervisors weren't in the operation for whatever reason. Although a controller in charge's duties are very different now. Management is aware of this issue; but has not done anything to fix it. They have 2 possible scenarios. One is to combine the whole operation to the tower; which is in itself unsafe; or two; they tell us to 'deal with it.' in a recent aircraft accident at a ky airport; the FAA will compensate relatives of victims in a crash millions of dollars just to avoid paying a couple thousand dollars in overtime. Here; they're paying a couple of controller in charge-rated controllers what amounts to an extra hour of pay each pay-check because they don't want to certify 1 qualified person on a position. Or they're saving the overtime to pay a controller in charge-rated individual to come in on a day off.

Title: CVG CTLR VOICED CONCERN REGARDING FACILITY STAFFING POLICY.
