Narrative:
We departed cvg and during the initial climb I called for the flaps up. The first officer was distraction by a radio call and did not move or verify the flaps up. This resulted in a possible flap overspd on climb out. I climbed out in fl change and then later in climb went to vertical speed mode. At FL300 (level flight); I noticed a slight vibration in the aircraft and told the first officer. The first officer then noticed that the flaps were in the 9 degree position and immediately retracted the flaps. My airspeed was indicating approximately 248 KTS. During climb in fl change mode it is normal for the airspeed to climb out at 270 KTS. I immediately called maintenance control and advised them of a possible flap overspd. I made a log entry in the MEL reflecting a flap overspd at 270 KTS.

Title: DISTR DURING INITIAL CLB; FO OF E145 FAILS TO RETRACT FLAPS WHEN REQUESTED. FLAP OVERSPD RESULTS UNTIL ERROR DISCOVERED DURING ENRTE CLB.
Narrative: WE DEPARTED CVG AND DURING THE INITIAL CLB I CALLED FOR THE FLAPS UP. THE FO WAS DISTR BY A RADIO CALL AND DID NOT MOVE OR VERIFY THE FLAPS UP. THIS RESULTED IN A POSSIBLE FLAP OVERSPD ON CLBOUT. I CLBED OUT IN FL CHANGE AND THEN LATER IN CLB WENT TO VERT SPD MODE. AT FL300 (LEVEL FLT); I NOTICED A SLIGHT VIBRATION IN THE ACFT AND TOLD THE FO. THE FO THEN NOTICED THAT THE FLAPS WERE IN THE 9 DEG POS AND IMMEDIATELY RETRACTED THE FLAPS.
