Narrative:
Management only scheduled 2 certified professional controllers for duty between XA00-XG00. No overtime or credit hours were authority/authorized. This is becoming more and more common since sep/xa/06. No management even present at the facility. This is a tower and approach control facility combined. They scheduled 4 trainees to work but no one is available for breaks; much less training. Controllers versus workload too great. I had to use very inexperienced controllers only for tower operation.
